Kevin, the eviction moratorium for renters has already expired; the link you cite to is the residential foreclosure moratorium. Renters are currently protected only if they have applied for rent assistance, and only for 60 days from the time they let their landlord know they have applied. This is very thin protection, with lots of gaps -- too many renters don't know assistance is available, don't qualify, or have barriers to accessing the application. And on March 1, all of the back rent owed since the beginning of the pandemic is going to come due. So you're absolutely right on the big picture - we are facing an impending eviction crisis, and if we don't come up with solutions, it will make our current homelessness crisis look benign. As to the solutions - all of the approaches you mention are necessary and will be helpful, but the scale is such that we need the state and federal governments to step up with another massive round of rent assistance.

In some places it makes no difference because after applying and receiving the funds some land lords are giving no cause evictions to renters who only been renting for less then a yearless before covit 19 or because a tenant filed a report because landlord would not fix a water leak for 8 months and landlord gave 6 eviction including 24 hr none payment and no caus as well termination landlord gave three evictions notice in one day speaking for my self do u know of any moving founding I can apply before my termination date oct 15

One more suggestion - if you live in Multnomah County, you could also try calling the Oregon Law Center or Metropolitan Public Defenders. They are providing tenant representation and eviction defense, including for situations other than nonpayment of rent.

I have heard many stories like this, Erika. Unfortunately the tenant protections only apply to eviction for nonpayment of rent.
